The Howard R Harper Scholarship

Howard R. Harper dedicated his Iowa Army National Guard career to taking care of Soldiers and the organization.  He even selflessly donated funds when none were available. In honor of his selfless dedication we provide multiple Howard R. Harper scholarships to Airmen, Soldiers, and their Families in pursuit of higher education.  This foundation creates a better Iowa National Guard and State of Iowa.

Application Requirements

1. Currently attending or accepted to a VA approved college or vocational school.

2. Must be a member of Iowa National Guard or the spouse, child, or grandchild of a member.  The sponsoring member must be in good standing.

3. Applications for the 2026 scholarship season must be submitted online in its entirety by February 28, 2026

4. Required documents to accompany the application are:
      a. A copy of the applicant’s school transcript.
      b. A letter from the applicant with specific facts as to desire to continue his/her education and why financial assistance is required.
      c. A letter of academic reference (Principal, Dean, or Counselor).

5. We Care for Iowa will offer scholarship(s) for use during the 2025-2026 school year.  Scholarships awarded will be a minimum of $500.  If the recipient fails to attend or complete the term for reasons other than sickness or physical injury, all monies will be returned to the foundation.

6. Recipients will be selected by a three-person committee.

Application

The application window for 2026 is now closed.  The scholarship application window for 2027 will open October 1, 2026 – February 28, 2027, with awards presented near the end of March of 2027.
